No meaning here rests on colour by itself. Emphasis, headings and lists are marked up as what they are, so a screen reader announces them correctly.

What this does not say

This is an ongoing practice rather than a box that has been ticked. A particular browser, screen reader, or setting may still make something awkward, and no standards audit has been done.
